I don't know if he tries his best and continuously fails or if he just isn't giving it his all. He was the Sheriff of Amber and the city was overrun. I stood with my sister against the throne, he refused to pick sides and claimed only to want whats best for the city. The city was decimated and he couldn't stop it. Oberon let him keep his position out of the kindness of his heart and James repayed him by allowing the Courts of Chaos enter and dethrone the High king.
